獨立公投是讓一個地區的公民投票決定是否成為獨立的領土，史上第一次獨立公投於1846年在賴比瑞亞舉行，獨立派以52%比48%險勝，賴國也在次年獨立建國。

全球迄今至少舉行過50次獨立公投，44次都由獨立派勝出，但能否真正獨立的關鍵在於是否取得原本的中央政府同意，像烏克蘭的克里米亞、頓內次克和盧甘斯克等說俄語的地區今年舉行獨立公投，獲高票通過，但未獲烏克蘭承認公投結果，包括美國在內的國際社會也不承認其獨立地位。（國際中心／綜合外電報導）
