為對抗空氣污染，中國大陸國家發展和改革委員會最新規定要求，2015年起，華東城市禁止焚燒灰分高於16%，或硫分高於1%的煤炭，但此舉勢必衝擊全球礦商。

金融時報報導，這項新規同時禁止開採或進口灰分高於40%或硫分高於3%的低質煤炭。此外，灰分高於20%或硫分高於1%的煤炭，運輸也受限制。

禁令等於實際上禁止進口澳州、非洲南部，以及其他地區的低質煤炭，早已深受鐵礦砂大跌之苦的全球礦商，將再次面臨禁令打擊。

報導指出，大陸現正面臨煤炭供過於求的局面，煤炭降價壓力很大，煤炭核心產地的經濟發展也因此停滯。

北京IHS能源諮詢顧問惠特沃斯（Alex Whitworth）表示，由於治理污染，來自偏遠地區發電廠的遠程輸電，以及大量水力發電新電廠供電，華東今年對煤炭的需求已經快要飽和，這比人們預期的來得更快。

瑞士銀行（UBS）雪梨分行分析師摩根（DanielMorgan）指出，許多不符新制的澳洲出口商可能以沖洗或混合煤炭因應。他認為，要落實禁令，大陸必須能建立大規模抽查與規範體制。(中央社)
