公投盟總召蔡丁貴發動群眾阻擋立法院院區出口，要立委「只進不出」。國民黨立委吳育昇下午一點從立院青島東路側門離開立院，打算前往停在忠孝東路的座車時，遭遇民眾阻擋嗆聲，民眾不僅拍打座車叫囂，4、5名民眾甚至躺在地上，阻止車輛前進，混亂中，一名保護吳育昇的駐衛警腳被車碾到受傷，衝撞吳座車的民眾，則被警方以現行犯逮捕。（林啟弘／台北報導）
