關廠工人案1億元預算　立院有條件解凍

【陳嘉恩／台北報導】立院社福及衛環委員會今審議勞委會預算解凍案，由於勞委會今年度預算有1/5、約1億631萬元因勞委會向關廠工人提告而遭立委凍結，20多名全國關廠工人連線成員在立院大門口抗議，要求立法院在關廠案爭議解決前，不得解凍預算。

目前有300多件關廠工人訴訟案仍進行中，有約100件被地方法院轉移到行政法庭審理，有可能因公法契約追訴期僅5年而不用還款。關廠工人要求勞委會應表態針對尚未裁定的關廠工人訴訟案表明為公法契約，對於已遭法院認定為私法爭議的關廠案也須提解套方案，否則不應解凍勞委會預算。

委員會最後有條件通過解凍案，要求勞委會在立院修法讓關廠工人免還款有法源依據前，針對目前在民事法院審理提出移轉而尚未裁定案件，向各該管轄法院轉達立院的主決議，始得動支。
