西羅申問題（West Lothian Question）是英國中央政府放權讓蘇格蘭、威爾斯、北愛爾蘭自治後衍申的國會問題。1977年，蘇格蘭西羅申選區的英國國會議員質疑，一旦社福政策讓蘇格蘭自治政府自決，蘇格蘭在中央的國會議員反而無法決定蘇格蘭社福政策，卻可對英格蘭的社福問題投票。

這種窘境也稱「英格蘭問題」，因英國目前僅英格蘭無自治政府，政策皆由中央的國會決定。蘇格蘭、威爾斯等地選出的國會議員，有時變成英格蘭事務的關鍵票。

保守黨想讓「英格蘭的事由英格蘭議員決定」，卻難以定義何為「純英格蘭事務」。工黨也曾推動對英格蘭的地方政府也下放自治權，但失敗。兩黨的作法都牽涉憲改，難以辦到。（國際中心／綜合外電報導）
