健全財政案修法13日通過院會

政府推動健全財政方案相關修法，行政院已決定在13日通過行政院會。行政院除將修正所得稅法，調整兩稅合一制，降低股利的抵稅率，企業營所稅用來抵扣股東個人所得的扣抵率，將由100%降為50%。另外，金融營業稅稅率也將自2%調升為5%。

此外，對於大法官釋憲有關法官保留原則，考量人身自由安全，當受押人犯被拘禁，包括外勞脫逃被拘禁等，有權向法院提救濟。行政院會將提移民法、兩岸人民關係條例、港澳人民關係條例修正案。
