馬主席：痛切改革 也要穩定軍心

國民黨主席馬英九今天於中常會以「尊重法治，安定軍心」為題發表談話指出，洪仲丘案是非常不幸的事件，國軍要記取教訓，痛切改革，但也要穩定軍心、維護士氣。

他指出，已積極要求國防部及相關單位提出改革方案，除國防部針對軍中制度面的13項大改革外，立法院昨天也在國民黨團領導下通過軍事審判法「一次修法、分段實施」的修正案，有些條文訂定五個月的日出條款，讓法務部及司法院對於檢察署及法院規劃配套改革的完整方案。

他說，軍事審判法的修正涉及軍法體系存廢，是非常重大的改革，一方面要謹慎，一方面也不能有太久的拖延，過去司法院大法官會議已經有相關解釋來探討這個問題。
