食管法修正不溯及既往　重罰不到強冠

水油風暴重創食安，行政院會昨通過《食品安全衛生管理法》修正草案，加重黑心廠商刑責、罰金。

今日出版的《蘋果日報》報導，未來只要黑心廠若在食品攙偽、假冒、加入未允許的添加物，將可處七年以下有期徒刑，得併科八千萬元以下罰金。但因為修法不溯及既往，對強冠公司的處分仍維持高雄市政府裁處的五千萬元罰鍰。

不過食藥署長葉明功說，強冠已被起訴，若新法能在一個月內完成三讀，可依新法重罰強冠，「一定重罰強冠，絕不寬貸！」(葉國吏/綜合報導)
