平均地權基金投資土地　議員痛批「炒地基金」

台中市近三年房價飆漲，士民抱怨買不起房子，台中市議員陳淑華今天直接拿出內政部數據，指稱台中市房價從2011年第1季到2013年第4季房價漲幅高達26.38%，對照台中市審計處今天在市議會提出的「平均地權基金」中明指平均地權基金竟有高達54.64%偏重於土地開發，當場質疑台中市政府根本是將「平均地權基金」變成「炒地基金」，「市府帶頭炒地皮！」她痛批市長胡志強「炒高樓價的始作庸者！」要求市府根據審計處建議檢討基金運用比例，不要因操作不當「肥了建商，瘦了市民！」
 
台中市議員陳淑華說，根據今年審計處提出平均地權基金運用檢討提到，台中市平均地權基金有138億，其中有54.64%基金運用都偏重於土地開發，對於調整地權分配與防杜土地房屋投機買賣恐無法預防，白紙黑字「是否意味台中市政府在炒地皮?」審計處並提出台中市地價不斷攀升，家戶所得比與貸款率一直增加，建議市府應該想辦法解決當前基金運情況。（曾雪蒨／台中報導）
