13比0　政院公投會駁回全國性核四公投提案

行政院公投審議委員會今討論第一個全國性核四公投「你是否同意新北市台電公司核能四廠進行裝填核燃料棒試運轉？」提案，公投會主委朱新民中午轉述，出席14名委員以13:0（主委未投票）一致決定駁回，因認定提案違反《公民投票法》第14條第1項第1款，即公投主文與理由相互矛盾、語意不清、讓人民無法了解真意。提案除非訴願成功，否則將無法進入第二階段公投連署。

這項公民投票案是由台大教授高成炎擔任領銜人，史上首次全國性核四公投案，7月11日提案送至中選會，並經審議通過其提案人數計12萬1831人，已達公民投票法第10條第1項「公民投票提案人人數，應達提案時最近一次總統、副總統選舉選舉人總數千分之5以上」之規定。行政院公審會通過後才能進行第二階段90萬4千多人連署，兩階段都通過後即可成案，交由中選會辦理公投。（王家俊／台北報導）
