101年度歲入少610億　審計長：不如預期

【何哲欣／台北報導】立法院院會今天審查101年度中央政府總決算，審計長林慶隆報告說，本年度歲入1兆6683億元，較預算短收610億元，主要是因證券交易稅、貨物稅、營業稅等稅課收入短收，歲入歲出差短2140億元，加計債務還本940億元，合計3080億元，須靠發行公債、賒借、與移用以前年度歲計剩餘支應。

林慶隆報告說，國內民間消費及投資，因油電雙漲與證券市場交易量萎縮，影響內需動能，本年度經濟成長率1.32%，比總預算推估的4.58%，減少3.26%，也不及全球平均的2.6%，「經濟成長動能，明顯不如預期，經濟前景仍具高度挑戰」。

林慶隆也說，從1999年開始，國庫不計融資前的收支均為短絀，歷年來未滿1年的公共債務未償餘額2750億元，已瀕臨舉債上限，且國營事業待繳庫未收數也達5464億元，各部會應協力開源節流。
