【短片】禁閉室違法關洪　地獄虐待

【黃揚明／台北報導】陸軍下士洪仲丘枉死，朝野立委今前往楊梅營區禁閉事實地考察後，綠委蔡煌瑯直指：「禁閉室管理烏魯木齊，亂七八糟！違規、違法，踐踏人權！洪仲丘待的悔過室，是比監獄還不如的地獄，完全沒有按照陸軍頒佈的禁閉室辦法操作！」

蔡煌瑯舉例，禁閉室室長由一個中士兼任，而非依規定由少尉以上軍官擔任，且陸軍規定以心理輔導為主、體能訓練為輔，但裡面連基本教化器材都沒有，「這是地獄啊！這是煉獄啊！」他還批，兩個加起來180公斤的大男孩一起睡在1坪多，沒有對外窗戶的不通風空間，「洪仲丘連睡覺伸直腳都不可得，這不是折磨？這不是虐待嗎？」
