立院通過非自住房屋稅提高至1.5%~3.6%

立法院財委會今天1讀通過《房屋稅條例》修法，非自住房屋稅提高至1.5%~3.6%，自住與非自住屋的定義授權由財政部定之。

財政部長張盛和表示，他初步構想夫妻必須是一戶，因夫妻有同居義務，不能各自有一戶，買給直系親屬如父母與成年子女都可算是自住屋。至於持有超過一戶如何課累進稅率，由各地方政府自訂差別稅率。
 
目前自住屋稅率介於1.2%~2%，且沒有分自住或非自住，地方政府都只課最低1.2%。為了防止地方政府只課最低稅率，除了自住或公益出租，修法將其他供住家用稅率下限提高至1.5%，最高不超過3.6%。

營業用房屋稅最低稅率也由從3%提高至3.6%，最高維持5%不變。私人醫院診所與自由職業事務所稅率則調高稅率與營業用相同，目前僅1.5%~2.5%。（林巧雁／台北報導）
