手機詐騙頻傳　小額付費擬改為雙向認證

智慧型手機APP軟體詐騙事件頻傳，國家通訊傳播委員會（NCC）正邀集警方及電信業者修訂相關規範，未來手機小額付費擬增加一道用戶回傳認證機制，才能從電信帳單扣款。

近來有許多民眾點閱應用軟體LINE傳來的不明網址連結，遭惡意程式侵入抓取、或被騙取個資，造成損失。

立委要求檢討小額付款機制，例如規定申請者要設定次數上限；NCC石世豪也表示，要強化安全機制。

據了解，初步決定改採「雙向認證」，如電信業者仍沿用現行機制，必須對手機用戶被詐騙的財務損失扛責。

另外，警方建議電信業者將用戶的小額付費原始設定改為「關閉」，有需求再辦理開通。至於是否調降上限，仍待進一步討論。
