國際信用評級機構誠信國際發布報告稱，決定將光大證券(601788-SH)的AAA主體信用等級，以及光大證券2013年第三期、第四期和第五期短期融資券的A-1債項等級列入信用評級觀察名單。

8月16日上午，因光大證券規則投資部門自營業務在使用其獨立的套利系統時出現錯誤交易，引發上午A股大盤短時間內大幅上漲，多支權重股觸及漲停。證監會發言人對此表示，在核查中尚未發現人為操作差錯，但光大證券該項業務內部控制存在明顯缺陷，證監會決定對光大證券證實施立案調查，根據調查結果依法作出嚴肅處理。

因此，中誠信國際稱，由於此次事件引發了股市劇烈波動，反映了公司在風險內部控制方面的缺陷，且證監會已決定對該事件正式立案調查，可能對光大證券的主體信用等級和短期償債能力造成影響，故作出上述信用評級觀察處理。

此外，中誠信國際披露，周一（8月19日）該公司與光大證券進行了溝通，光大證券稱已在19日上午完成上周五交易的T+1資金清算，並已對公司將於近期到期的短期融資券做好資金規劃。（B）
