臺南市議會原訂6日起召開臨時會，因議員簽到人數不足，無法召開改成談話會，由議長李全教擔任主席。李議長於會中宣佈臨時會延會，延至1月15日再開。依規定，元月15日當天只要有三分之一議員簽到，即可依法召開會議。

議長李全教說，所以召開臨時會，是因為許多新任議員對市府各局處官員不熟悉，希望藉由臨時會多溝通，以便將來落實基層選民服務。再者，農曆年即將來臨，賴清德市長向來重視食安問題，也曾公開宣稱希望依照地方自治法儘快通過食安法，因此他呼籲賴市長回應同仁主張；而社會局、衛生局兩局預算早在去年通過，若兩局合併，組織勢必跟著改變，機關預算也必須重新送至議會進行報告，而這也是議員很正當的要求。

李全教表示，4年來聽到很多鄉親反應城鄉差距越來越大，希望市府就此做回應。若臨時會不開，則市府送交議會的墊付案也無法送大會討論，因此他呼籲市府及賴市長所領導的團隊，應本著理性態度面對法定議會的監督。
