針對賴清德宣布市議會議長賄選案未釐清前拒進議會，市議會國民黨團書記長盧崑福及成員除表達嚴正抗議，並呼籲賴清德與民進黨議員在司法未釐清之前，不可支領薪水，以向市民謝罪。

市議會國民黨團指出，根據地方自治法第48條第1項，直轄市議會、縣(市)議會、鄉(鎮、市)民代表會定期會開會時，直轄市長、縣(市)長、鄉(鎮、市)長應提出施政報告；直轄市政府各一級單位主管及所屬一級機關首長……，均應就主管業務提出報告。第2項，直轄市議員、縣(市)議員、鄉(鎮、市)民代表於議會、代表會定期會開會時，有向前項各該首長或單位主管，就其主管業務質詢之權；其質詢分為施政總質詢及業務質詢。業務質詢時，相關之業務主管應列席備詢。第49條第1項，直轄市議會、縣(市)議會、鄉(鎮、市)民代表會大會開會時，對特定事項有明瞭必要者，得邀請前條第一項各該首長或單位主管列席說明。

國民黨團表示，現有行政立法分立的憲政體制下，立法權停擺，老百姓又有何能力監督市政？希望賴市長不要拿市民的權益，當他的政治跳板，謀取政治上的利益。
