立院三讀　個人也可替身障者重製出版品

【李英婷／台北報導】身障者將可有更多學習機會！立法院今三讀修正通過《著作權法》部分條文修正案，為身障者重製出版品，除原規定非營利機關或團體得以重製外，新增中央及地方機關、學校及特定身心障礙者個人也可以重製公開發表著作，並容許個人和單位間能夠互相分享重製品，同時也修法通過可跨國輸入。

同案還通過，將可享有重製權利的範圍擴大至除了視覺、學習、聽覺障礙者，還包括其他感知著作有困難的障礙者。

提案立委陳節如說，世界盲人組織調查發現，全球有3億多名視障者，97%處於開發中國家，卻只能接收5%資訊。現在修正通過後，期望促進視障者或其他對印刷物閱讀有障礙者，可有更多機會接觸、使用著作。
