【連欣儀／綜合外電報導】美國聯準會（Federal Reserve，Fed）主席柏南克（Ben Bernanke）今天赴美國國會演說，柏南克指出，Fed的資產收購計劃是視經濟與金融情勢而定，即「不在預設路徑上」，顯示將靈活運用資產收購計劃，激勵美股開漲，其中道瓊工業指數早盤一度小漲近0.2%。
 
柏南克仍重申計劃在年底前開始縮減QE（Quantitative Easing，量化寬鬆），預計明年中讓QE退場。
 
柏南克進一步說：「若就業市場前景不佳、通膨率並無朝2%目標邁進，或是金融條件趨緊的情況下，將維持現行的購債速度。」但柏南克也重申，若經濟等條件允許下，也有可能很快或擴大實施縮減QE規模。
