標題[問題] 筆電很容易當

國家通訊傳播委員會(NCC)今表示，經評鑑洄瀾有線電視，發現包括頻道音量不合格，聲音會忽大忽小，頻道音量不合格比達38.85%，且數位化普及率僅0.6%，數位化推動表現落後一般有線電視系統，要求洄瀾3個月內限期改正。

NCC發言人虞孝成說，其他問題還包括：節目經理兼管節目，兼負節目、廣告的品管、負責跑馬文案申請業務，權責混淆，客服申訴及派工回call等內容均反映出客服品質亟待改善，工程人員態度有待加強，且繳費機制有88%為人工收費，且平均每個工程要服務達2928戶。

NCC表示，若未依要求限期改正，依法可處5萬~50萬元。位在花蓮的洄瀾為年代董事長練台生所有，目前用戶數約4萬9千多戶，數位化比例0.6%，目前全台有線電視數位化比例已達60%。（徐毓莉／台北報導）

台灣央行今(18)日公布6月底國銀跨國國際債權直接風險總額為2789億美元，較3月底增加6.02%，其中，6月底對中國跨國國際債權(直接風險)餘額突破500億美元大關達520.23億美元(約新台幣1.56兆元)，季增逾30億美元，再創歷史新高，顯示對中國曝險程度擴大。

國銀對中國的曝險金額持續升高，若從最終借款人國別重新歸類後的最終風險餘額觀察，也同樣上揚至926.55億美元(約新台幣2.77兆元)，同創新高，單季大增114億美元。

由於銀行客戶在兩岸經貿往來更為密切下，人民幣存款餘額迅速增加，且人民幣利率高於台幣，民眾也有意願投入人民幣資產，使中國成為國銀最大債務國。

另一方面，央行指出，本國銀行跨國國際債權直接風險前10大國家(地區)依序為中國大陸、盧森堡、香港、美國、英屬西印度群島、開曼群島、英國、新加坡、澳大利亞和愛爾蘭，合計達2156億美元，占我國跨國國際債權直接風險總額77.31%。

菲律賓糟糕的治安狀況長期未見改善，當地綁架案頻傳，曾有菲國內民間的對抗犯罪團體指稱菲律賓是亞洲綁架中心。近期，菲律賓接連發生多起針對中國公民和機構的威脅與襲擊事件，中國近日發佈針對菲律賓的旅行警告，美國、英國等先前也都發佈過類似警告。

面對混亂的治安秩序，菲律賓員警長期以來不但束手無策，不少員警甚至和綁匪勾結，當地媒體稱，部分在菲律賓被綁架的受害者，寧願交贖金保命也不報警。究其原因，一方面是對警方破案能力沒信心，更重要的是，被綁架者的親屬擔心員警中有人和綁匪勾結。 　　
據警方調查，9月8日馬尼拉一輕軌站發生的綁架中國人事件就是兩名菲律賓員警所為，所幸最後被綁的中國人趁綁匪熟睡成功逃脫。另外，與其他地區的激進組織相同，菲律賓國內的反政府武裝組織也利用綁架綁獲利，或以綁架為籌碼，與政府談判，不過菲律賓政府有時並不買帳，而是通過武力解決，當衝突激化，綁匪見勢會將人質撕票。

綁架事件頻發也重創菲律賓旅遊業人，長期以來，一極端組織阿布沙耶夫武裝組織，經常潛入菲律賓和馬來西亞的一些旅遊勝地劫持不同國籍的遊客，據馬尼拉地區警署的最新資料，今年1至8月，菲律賓全國發生了33宗綁架案，其中超過一半的受害者是華人。（國際中心／綜合外電報導）

職業美容師十年未曾刷牙

根據中國娛樂網報導，其賢智，20歲，職業美容師，經典：十年未曾刷牙。擁有可愛外貌卻十年未曾刷牙的驚人女孩，她也並未覺得羞恥，覺得這是正常的事情。其賢智知道自己口臭，所以工作時不敢講話或大笑，怕被顧客看見滿嘴的大黃牙以及聞到難聞的口臭。

因為十年不刷牙，所以朋友們漸漸疏離了她，妹妹怕她把病毒傳染給家裡的寵物狗，不准她與狗狗親親。她自曝曾與男友接吻，只是吻到一半，男友說：『你實在太臭了！』然後離開她了。因為不刷牙爸爸曾把信用卡給她叫她去看牙科，媽媽還買新牙刷給她，但她從未刷過牙，驚人的是，她說十年前最後一次刷牙是媽媽幫刷的，因為十歲後媽媽不管她了，她就再也沒刷過。

節目現場幫她開始十年來第一次刷牙。

因為太久未刷牙牙齒竟然開始流血了。醫生幫她檢查牙齒，說他牙醫生涯頭一次看到狀況這麼不好的牙齒。蛀牙十多顆，七顆已經壞掉，牙齒是40～50歲的狀態。

醫生說即使戴著口罩依然能聞到口臭的味道，她表示以後會繼續治療牙齒的。
