馬英九總統日前接受卡達半島電視英語台專訪，報導27日刊登在網站。馬總統指出，台灣人民正關注香港局勢，他憂心香港的情勢發展，將會影響全球對中國的觀感，希望中國與香港能夠就民主問題，協商出雙方都能接受的解決方案。馬總統強調，台灣仍然維持不接受一國兩制的立場。
 
香港抗爭社運人士與國際社會指出，中國當局將不會允許香港人在即將到來的選舉中，自由選擇領導者。馬總統表示，「台灣是中國唯一能夠實現民主的地方（Taiwan is the only place in China where we are able to practice democracy ）……我們擔心香港局勢的發展。我們非常憂心這將影響香港的未來，以及中國的國際形象……香港已經成為全球金融中心。任何的政治紛擾，將對其經濟發展構成重大影響」。
 
馬總統表示，「在1980年代初期，『一國兩制』的概念是為台灣而產生，而非香港。但台灣已經釋出明確訊息，我們不接受這個概念。如果制度是好的，那我們相信應該要是『一國一制』」。（In the early 1980's the 'one country, two systems' concept was created for Taiwan, not for Hong Kong.
