主委可以禁止我施工嗎？

我的小小小套房在五月 15 日時開始裝潢，之前寫了簽呈到管委會，委員也都簽核可施工了。

但是 5/30 設計師告訴我，主委通知他說沒有申請施工許可，不准裝潢。以致被迫停工。

小小的套房裝潢工程款不過四十幾萬，但是申請施工許可就要再多花七萬塊。

為了不延宕工期還是先辦了施工許可，但是對於主委這樣出爾反爾的舉動，不知道有什麼方式反制？
