特使團行程生變　嚴明被迫花大錢包機

國防部長嚴明上月以總統特使身分赴非洲友邦史瓦濟蘭及布吉納法索訪問，傳出嚴明結束史國行程要再經由南非轉機到布國時，出現「重大波折」，南非政府臨時通知不同意特使團經由南非轉機飛往布國，最後是以「臨時包機」方式，由史國飛往布國。

今日出版的《自由時報》報導，有消息來源直指外交部安排行程時，在南非過境簽證作業上出現疏漏所致；也有熟知內情人士說，外交部事前已再三確認包括過境簽證等作業，導致行程生變主因，是突發政治因素所造成。特使團以「臨時包機」方式飛往布國，但因為包機花費相當大，政府內部議論紛紛。立委直呼「太離譜！」認為馬政府外交休兵淪落至休克，是系統性的外交潰敗。（方翊倩／綜合報導）
