【徐珮君／台北報導】行政院發言人辦公室明年編制員額達73人，人事費6千多萬元，立委質疑功能與公共關係處疊床架屋，行政院發言人鄭麗文上午表示，發言人室有6個科，地方新聞科在台中，其餘5科在台北，各有不同的職掌、業務與功能，她上任後精實人力、遇缺不補，被指功效不彰，是外界不熟悉發言人辦公室。

鄭麗文說，行政院發言人辦公室前身是新聞局，新聞局在組織改造後，3分之1人力到外交部、3分之1人力到文化部，剩下3分之1人力編制在發言人辦公室，主管新聞發布、輿情蒐報、攝影照相，製、編撰中華民國中英文年鑑、行政院網站、臉書等網路的編制工作；鄭也強調，發言人辦公室和公共關係處的功能完全不同，從中央到地方各政府部門都有公關和新聞不同的設計。
