中資可不受限投入自經區　綠委批偷跑違法

【李英婷／台北報導】民進黨立委鄭麗君和陳其邁今舉行記者會，指出兩岸服務貿易協議尚未經立法院審查，經濟部卻在14日悄悄地修正公布「大陸地區人民台台投資許可辦法」，規定中國投資人投資自由經濟示範區示範事業，不受投資別項目、限額及投資比率限制，自16日起生效。鄭批，目前法制對中資來台欠缺法律層次的規範，政府可隨時以各種行政命令擴大中資來台投資項目，「這不是偷跑，什麼才是偷跑？」陳其邁也指責「這是違法、玩法。」

鄭麗君要求，經濟部儘速將此次修正辦法送入立法院審查，並依立法院《職權行使法》要求廢止該行政命令；立法院應先制定《中國人來台投資條例》，再審服貿協議。
