新京報報導，7月18日大陸政協北京第十二屆委員會常務委員會第三次會議中，有關《首都城市發展若干問題的建議》提出，力爭5-10年內實現中心城小汽車零增長甚至負增長。並研究制定政策徵收小客車首次註冊費，以及逐步實現「停車入位」，將合法停車位作為購買小汽車的基本前提，提高小汽車保有門檻。

根據大陸北京市統計局公報，截至去(2012)年底，北京市機動車保有量達520萬輛，年增21.7萬輛。民用汽車495.7萬輛，年增22.5萬輛；其中私人汽車407.5萬輛，增加17.8萬輛。私家車佔北京全市機動車總量的六成左右。
