【許麗珍／台北報導】台北市停車管理工程處今天表示，10月10日國慶日假期，為維持觀光景點及商圈周邊停車秩序，原周日收費路邊停車格，包括西門商圈、光華商圈、美麗華商圈、木柵動物園、士林觀光景點的周邊道路等，配合各商圈營運時間仍實施收費，其餘收費路邊停車格則暫停收費。

另該處轄管的立體、地下、部分路外平面，包含委託經營77處平面停車場也照常收費。

（中央社台北3日電）「華爾街日報」（WSJ）報導，美國即將取代俄羅斯成為全球最大原油與天然氣生產國，這項令人意想不到的轉變正重塑能源市場，削弱傳統能源大國的影響力。

美國近年來能源產量銳增，這在10年前難以想像，回升的主要原因是頁岩油氣的開採。WSJ對全球數據的分析顯示，就算現在還不是，但美國今年可望超越俄羅斯，成為全球最大油氣生產國。

俄羅斯始終難以維持能源產量，並且尚未採用「水力壓裂」（hydraulic fracturing）等技術，而這項技術正協助美國提高能源儲備。

美國能源情報署（EIA）署長席明斯基（Adam Sieminski）說：「這是重大轉變。這是思考能源市場狀況以及由這些狀況衍生的機會的新紀元，你怎麼樣都不會想到會進入這個階段。」

根據EIA和國際能源總署（IEA）數據，美國7月每日生產的原油、天然氣與相關燃料的油當量約2200萬桶。這兩個機構都沒有俄羅斯今年天然氣產量的資料，不過莫斯科當局預測2013年油氣生產約為日產2180萬桶。

美國過去5年天然氣和原油進口量分別下滑32%、15%，縮減美國的貿易逆差。由於美國是能源消耗大國，因此本身油氣產量的增加，代表其他需進口能源的國家能獲得大量燃料供應。對於仰賴出售石油以提升經濟實力和政治影響力的國家而言，他們的市場支配力量將因此而不斷流失。

不過目前油價仍維持在高點，昨天收在每桶104.10美元，較去年同期高18%。

許多針對能源市場的分析只著重於原油。然而俄羅斯與美國也同樣在天然氣市場具有舉足輕重的地位，其產量遠遠超過世界最大產油國沙烏地阿拉伯。

IEA數據顯示，美國去年天然氣產量自1982年以來首次多過俄羅斯。俄羅斯的出口因競爭加劇及歐洲經濟低迷而受到影響。俄羅斯預測，未來幾年其天然氣產量將微增，但預期今年產量不及美國目前的水準。（譯者：中央社徐崇哲）1021003

An all-electric Tesla Model S caught fire yesterday and it is beginning to create a storm for the US automaker. The vehicle in question is reported to have been involved in a collision which caused it to catch fire. Firefighters battled to put the electric fire out, water only seemed to intensify the fire activity forcing them to use a dry chemical extinguisher. Once the fire had been extinguished, firefighters removed the front end of the vehicle to find one of the battery packs still burning. Fortunately, the driver exited the Model S before any injuries could be sustained. The incident has clearly been seen by investors. Tesla shares fell as much as 9.1 percent on Wednesday following initial reports of the fire. 【張麗娜／台北報導】有意參選台北市長的知名律師顧立雄，傍晚接受「寶島全世界」主持人鄭弘儀專訪。由於顧立雄曾解除扁委任律師，引發外界質疑是在切割扁，顧說，當時解除委任是根據律師倫理，經雙方同意，這個沒問題。不過，他也說，他沒想到後來扁案在程序上及人權處遇部分很差，其他人可交保， 但扁不行，所以他後來也在一場記者會上說，「（把扁）拖出去槍斃就好，怎可這樣搞？」

顧立雄說，他是因擔任2004年扁槍擊案的訴訟律師，與扁有較多的接觸。他認為扁是很有自信、意志堅定、很聰明的人，短時間吸收力很強。他也說，扁入獄後，去桃園監獄看過扁一次，那時他覺得扁臉怎麼變黑的，那次他的身體不好，握手時手是冰的。

鄭弘儀問顧「扁是否是愛錢的人？」顧說，「他（扁）沒管錢」。鄭追問，「是太太在管？」顧則笑說：「我拒絕回答這個問題。」

〔記者林三豐／台北報導〕中華職棒下半季戰況激烈，照目前情勢發展，猿隊若奪得 下半季冠軍，獅隊也有機會取得年度勝率第一，犀牛則是上半季冠軍，就得多打5戰3 勝制季後賽。聯盟也針對狀況進行研擬，推測若需打季後賽，很可能安排在18或19日 ，總冠軍賽則在26日開打。 獅隊今拚雙喜臨門 獅隊今天若擊敗猿隊，象隊再勝犀牛，獅隊將同時登上下半季冠軍寶座，並擠下犀牛 成為年度勝率第一，雙喜臨門。但獅隊總教練陳連宏說，現在目標仍是搶下半季冠軍 ，沒機會的話再考慮拚年度第一，至少要先拿到季後挑戰賽門票。 鑼總的盤算不是沒原因，獅隊今天起要連對猿隊3場，上演首位攻防戰，假如未能如願 搶攻龍頭，獅隊下週與犀牛還有2場補賽，還有機會爭奪年度勝率第一。 今年亞洲職棒大賽仍由中職主場，已排定11月中開打，若出現有3隊打季後賽再打總冠 軍賽，聯盟人員也坦言時間相當緊迫。 中職目前下半季補賽安排到12日，但要預留延賽的緩衝空間，假如要打季後賽，最可 能的時間是19日，如要讓晉級總冠軍賽的球隊有更充裕的時間備戰，也可能提前到18 日開打。以下半季4隊混戰狀況，季冠軍何時出爐很難預料，不論有沒有季後賽，總冠 軍賽可能都會在26日點燃戰火。 http://www.libertytimes.com.tw/2013/new/oct/3/today-sp6.htm -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.240.27.86

【王玉樹／台北報導】近來畜禽感染疾病發生頻繁，環保署今天預告修正《放流水標準》，針對屠宰業、具化製製程食品製造業、廢棄物焚化廠或其他廢棄物處理廠的排放水，增訂「大腸桿菌群」管制項目，管制限值為每100毫升20萬CFU（菌落數），超標者將處新台幣6萬到60元罰鍰。
