由桃園市公所主辦、桃園市民俗文化協進會承辦的「桃園市2013文化節—慶讚中元」活動，20日晚間七時在桃園市景福宮前熱鬧舉行，參與民眾熱情不因颱風將入侵帶來風雨受影響，十五街庄12輛水燈排車及5支陣頭隊伍進行繞境踩街」，各陣頭行經景福宮也進行定點表演、水燈排豎起，霎那間鼓聲、鞭炮聲不絕於耳，圍觀民眾將景福宮周邊擠得水洩不通，熱鬧滾滾。

桃園市公所20日下午舉辦「桃園市2013文化節—慶讚中元」活動，下午六點所有參與陣頭及12台水燈排車，聚集多功能藝文園區，隨後進行繞境踩街活動，陣頭隊伍包括電音三太子、水牛陣、高蹺陣、桃花過渡陣、現代舞等陣頭，雖然「潭美颱風」挾帶閒歇性雨勢來襲，踩街繞境隊伍仍帶著無比虔誠的心情舉行，所到之處仍引人側目，陣頭水牛陣最具趣味，表演時正值大雨滂沱，二位農夫為自家水牛大打出手、相當逼真，現場充滿歡樂聲，掌聲、叫聲不斷，另，由吳姓、林姓邀請年輕辣妹表演現代舞最吸睛，她們跟著電音扭腰擺臀，充分展現年輕人的奔放與活力。

12台水燈排中，包括謝姓、林、簡、李、吳、黃、徐、和合興、鈞天社、桃園市公所、市民代表會及里長等12台，又以桃園景福宮旗下鈞天社的水燈排車最壯觀，高26公尺，由360盏水燈所組成，每台水燈排行經景福宮時，都要將水燈排高高豎起，並向廟內的神明行禮致意，此刻，施放煙火將活動帶到最高潮，市長蘇家明、市代主席游財登也親自主持觀禮，為慰勞辛苦的水燈排車隊豎排的辛勞，特致贈飲料表達由衷感謝。

此次舉辦桃園市2013慶讚中元活動，由市長蘇家明在主任秘書黃啟賓、秘書張立信、文化觀光課長邱創正陪同下親自主持，立委楊麗環辦公室主任陳明祥、縣議員黃婉如、黃景熙、陳美梅、前副縣長李朝枝、市代會主席游財登、市民代表林國政、簡佩玉、簡梓倡、開南大學副校長黃適卓等人也親臨盛會。

市長蘇家明表示，中元祭典其實是集眾多傳統藝術、文化精華的民俗節慶，蘊藏了許多民俗手藝與巧思，而每年中元節前夕放水燈活動，更是桃園市重要的民俗節慶，雖正值潭美颱風來襲，活動仍風雨無阻舉行，參加者各個帶著滿滿虔誠的心意冒雨參加，期盼能在未來一年，全家人能健康與平安，更有文化傳承的重大義意。

蘇家明進一步指出，中元民俗文化，是先民在歷史過程中長期累積的成果，緬懷祖先的孝道、發揚推己及人、樂善好施的義舉，期勉社會大眾互愛互助精神，為了讓市民了解「慶讚中元」的深層文化意涵，特別在景福宮前舉行定點表演，藉由繞境活動，讓市民了解更多的在地文化。

晚上九點，12台水燈排車駛入成功橋，在水燈排車同時豎起時，鞭炮聲及煙火不斷施放，市長蘇家明、主席游財登、里長聯誼會會長林盛漢等人也在南崁溪畔，進行莊嚴肅穆放水燈儀式，鐘鼓齊鳴鞭炮聲響徹雲霄，璀璨煙火照亮桃園市夜空，為中元祭活動達到最高潮。

【綜合報導】桃院召開羈押庭之後，最後決定將何江忠等3人全收押，洪仲丘的姊姊洪慈庸聽到這樣的結果，她說感謝院方的努力。

洪慈庸說，希望這次案件的審判方向，可以保障未來入伍的人，讓他們可以平平安安的入、退伍。而對於桃檢跟軍檢的態度，洪慈庸說透過律師的轉述，有發現到桃檢比起軍檢願意聽，不像軍檢給家屬的感覺是要掩蓋事實，讓洪家比較放心。而律師代表也出來表示感謝白衫軍的努力。

【張麗娜／台北報導】民進黨8年執政研討會今登場，上午討論經濟議題，下午則是兩岸、外交及國防議題。獨派大老辜寬敏擔任兩岸議題的與談人，辜上午受訪時說，民進黨最差的就是兩岸政策，前總統陳水扁在兩岸政策上從頭到尾不一貫，「最壞的就是上任那一天講『四不一沒有』」，完全把政策放棄了，像什麼話！」他預告下午會好好談這個議題。

被問及8年執政研討會是不是陳水扁歷史功過會議？辜強調，這個研討會跟陳水扁無關，扁只是民進黨一員，這不是扁歷史功過的會議。

前立委林濁水昨在臉書表示，研討會緊接在恭迎陳水扁回黨之後舉辦，他怎麼有本事找得到去參加的理由。對此，民進黨主席蘇貞昌受訪時則表示，還是請林濁水委員特別來參加，因為他有很多寶貴的意見；蘇也特別澄清，這麼大的檢討跟策劃未來是這麼多人參加，已經籌備三、四個月了，跟這幾天的事（扁入黨）無關。

台北市政府今天表示，中央氣象局發布豪雨特報，台北市水災應變中心啟動二級開設，北市各地災情統計回報約100多件。

北市府表示，由於午後對流發展旺盛，從下午1時起就降下大雨，截至下午4時累積雨量超過120毫米，台北市政府水災應變中心即時二級開設，15個防救災單位進駐；各區應變中心也同步開設。

北市府指出，台北市水災應變中心由台北市消防局長廖茂為坐鎮指揮，除要求各防救災單位針對權管災情立即派員處理外，也要求各區應變中心若有執行能量不足時，務必即時申請支援。相關災情處理進度也將隨時回報台北市長郝龍斌。

根據氣象局觀測，今天0時至下午5時，屏東春日累積雨量達到221毫米、新北中和有191毫米、台南南化有164毫米，大台北地區下午也降下大雨造成多處積水。

消防局指出，根據統計資料顯示，台北市各地災情回報約有100多件，多屬短時間強降雨，排水不及導致道路積淹水情形，目前多已隨雨勢減緩而逐漸消退。

北市府表示，基於安全考量，台北市水利處已緊急發簡訊通知堤外停車場車主，密切注意氣象及疏散門關閉動態，以便及時將車輛駛離。

此外，由於適逢週五下班交通尖峰時段，特別呼籲用路人及駕駛人行經積淹水路段，要多加小心、注意安全。

【綜合報導】薄熙來貪污、受賄及濫用職權案件，中國山東濟南中級人民法院在今早8時30分將繼續審理。

法院昨日審理薄熙來罪名，包括3次收受大連國際發展有限公司總經理唐肖林合共約110萬元人民幣(約新台幣540萬元)，以及收受大連實德董事長徐明合值約2068萬元(約新台幣1億元)。薄熙來則當庭翻供，表示自己不知情，還驚爆妻子谷開來吸毒，說法不可信。

【綜合報導】美國佛蒙特州一處羊場，在本周三凌晨3點左右，發生羊屎堆自燃狀況，農場主人隨即報警，控制住火勢，但也把農場主人嚇壞了。

農場主人雷迪克(George Redick)表示，當天有名工人在羊圈附近工作，但這時看到遠處的羊屎堆起火燃燒。雷迪克獲報後趕到現場，並馬上滅火，但火勢無法完全控制，只好通報消防隊前來處理。

消防隊在早上6點左右抵達現場抵達現場，消防隊員指出，他們從8公里之外就聞到「濃烈的味道」，隨後也將火勢完全撲滅。消防員指出，現場未發現有人為縱火現象，應該是天氣等因素造成羊屎堆自燃。

「翡翠檸檬」飲品今年在泡沫茶飲店被熱炒，使得檸檬鮮果價格看俏，農民不用擔心今年檸檬滯銷，還有許多人想搶種。

「沒想到今年檸檬會在泡沫茶飲店熱賣」，屏東九如檸檬合作社經理莊瑞貞表示，原本預期今年檸檬會滯銷，所以向農糧署申請增加1條檸檬榨汁生產線，結果派不上用場。

九如檸檬合作社有製作檸檬加工產品，只要檸檬滯銷，合作社就大量向農民收購鮮果，進行榨汁或製作喉糖等加工品，今年從6月盛產期到現在，檸檬鮮果在市場上夯到不行。

莊瑞貞表示，以往每年只有一半的檸檬鮮果賣到市場，今年7成的鮮果都到市場上，去年此時，鮮果1公斤約新台幣21元，今年28元。

「農民每天都採收，颱風來根本不用愁，因為樹上該採的檸檬都採了。」莊瑞貞說，這是30年來唯一一次在每年的這個時候，檸檬價格應下跌，卻沒有下跌。

因為今年檸檬鮮果夯，有不少人想要加入種植行列，但檸檬這幾年都被農糧署列為不能搶種的作物，莊瑞貞勸這些人再等3年看看。

莊瑞貞表示，八八水災時檸檬受損不少，災後的檸檬價格很好，民國100年碰到塑化劑事件，檸檬價格飆高，陸續有許多人搶種，因此，檸檬已被農糧署列為管制的作物。

莊瑞貞指出，這些搶種的檸檬今年有些可採收，明年是大量產出的1年，市場一定受到衝擊。
