日本總務省今天公布「有關解除手機SIM卡限制指導方針」的修訂案。手機業者明年5月起，原則上有義務將出售的新款手機SIM卡限制解除，讓消費者能更方便更換通訊業者。

根據修訂案規劃，未來消費者如果不滿意目前通訊業者所提供的通訊品質、上網速度等服務，原則上可持現有的手機，轉換到其他通訊業者。

消費者在海外也可插入當地通訊業者出售的SIM卡到自己的手機內使用。

不過，因日本通訊業者擔憂有人購買人氣智慧型手機後，立刻轉賣賺一手，因此如果通訊業者判斷消費者是轉賣手機牟利，基於正當理由，可設定在一定期限鎖SIM卡。總務省將監督整個運作情況。

總務省將從明天起到12月1日為止，徵詢各界意見，然後於今年內做出正式決定。(中央社)
