考試院正、副院長與考試委員審查程序都還沒開始，居然已經傳出現任副院長、下屆｢準｣院長伍錦霖的秘書蕭禮欽，早就在上（五）月便晉升為｢機要室主任｣（一般俗稱院長辦公室主任）。惟，蕭禮欽目前並未實際赴院長室就任，仍舊鎮守在副院長伍錦霖的辦公室，換句話說，就是伍錦霖在立院同意權尚未行使之前，便已儼然以院長之姿處理試院業務了。
事實上，當初蕭禮欽的人事令發布時，考試院內部便議論紛紛，認為蕭禮欽擔任機要室主任，卻在副院長辦公室工作，正、副院長辦公室雖均俗稱為｢機要室｣，可是實務作業上根本完全獨立，這可讓試院內部員工非常困擾了：以後要送文給院長室時，到底是要先送院長室，還是副院長室？…
