換油 大陸融資厄國煉油廠

厄瓜多爾官員表示，經過3年談判後，厄國將與中國大陸簽訂估值70億美元的金融協議，由陸方融資給新煉油廠Refineria del Pacifico。

華爾街日報今天報導，煉油廠最初為厄瓜多石油公司（Petroecuador）與委內瑞拉國營石油公司（PDVSA）間的合資項目。

但融資協議同意，中國石油天然氣集團將持有30%股權，PDVSA將減持至19%，Petroecuador仍持有15%。

總計100億美元的煉油廠日均原油加工量為20萬桶，30%的資金來自合作伙伴，剩餘70%由中國工商銀行為首的陸資銀行提供。

了解協議內容的官員說，厄國政府將簽署這份融資協議，首期款約25億美元，將於近期發放。

另一個知情者稱，餘下的45億美元貸款為第二期款項，很可能在2015年或2016年發放。

官員表示，大陸官員組成的高規格代表團一直在厄瓜多首都商談最後細節，厄瓜多總統柯利亞（RafaelCorrea）預定24日全國演講時宣布協議內容。
