總統制內閣制？　馬英九：抵不過霸主席台制

馬總統今天到台中中國醫藥大學舉辦就職6週年活動，並以「傾聽青年心聲，實現世代正義」為題發表演說。媒體詢問民進黨主席蘇貞昌提出增加國會席次，馬總統說，當初要減少國會席次，還是林義雄先生提出的，他反問：「蘇主席有沒有去問林義雄先生的意見？」馬總統強調，尊重憲法和行憲的重要性，不低於修憲，對憲法有疑義，可以釋憲，不是動不動就修憲，且外界討論的總統制、內閣制、雙首長制，每個國家需求不同，「既然前總統李登輝執政時決定雙首長制，我也尊重」。

馬話鋒一轉也批評在野黨，「很少有國家就是在野黨一招霸佔主席台，不論是改總統制、內閣制，民進黨使出霸佔主席台制，不論何種政策和問題，都很難解決」。（陳郁仁／台中報導）
