張忠謀：博士生 未必有創新研發能力

台積電董事長張忠謀今受邀出席「第二次科學技術發展諮議會議」時指出，台灣企業獲利低，導致能透投入研發的經費不足，無法大量聘僱博士人力；研發能量的不足，卻又讓台灣企業成長有限，長期下來形成「非良性循環」，至今他仍無法解決這項「謎題」。

張忠謀指出，雖然台積電毛利可以達到5%，四萬個員工裡頭，大約有800名博士生、3000多名碩士生，但這些人不見得有能力創新，產業需要具備研發創新能力的人，不見得一定要博士生。
