監察院24日指出，針對最近發生的陸軍下士洪仲丘案，監察院已組3個調查小組，分從多元角度，整體調查了解軍中管教懲處等制度措施，有無違失。

監察院統計指出，軍中管教時有所聞，影響軍中戰力，監察院自民國82年至今，調查軍中不當管教案件共有40件，其中有1案提案彈劾、12案提案糾正。

監察院指出，有關調查軍中不當管教的調查，包括國防委員會派員調查、人權委員會進行通案調查、及輪值監委接受洪仲丘家屬陳情後，所組成的專案調查小組，共3個調查小組，正在調查軍中不當管教案。

洪仲丘案的偵辦，洪家冀盼第3方介入偵辦，在上午法務部與國防部研議合作機制下，似乎是落空了。不過，法界人表示，未能形成軍司法聯合偵辦的背景，關鍵就卡在管轄權的爭議上； 據悉，上午國防、法務兩部的首長交換意見中，就一度對「聯合」的用語持不同看法，最後才確立「分工合作」，自各辦自各的，但又有合作的共識。

洪案發生後，國人對軍檢偵辦似乎不太有信心，以致擔憂後續的辦案公平性，洪家昨赴桃園地檢署提告，盼望引入第3 方偵辦的空間與契機。

不過，就上午法務部與國防部兩部會後達成的共識，似乎與現狀並無兩樣，洪家在落空之餘，其實，仍可期待軍司法的橫向聯繫窗口，緊密交換案情與意見，並無害刑案的發現真實。

洪仲丘案外界一再出現不可由軍法「獨斷」的聲音，雖然上午國防、法務兩部的會議，未能出現如江國慶案的軍司法聯合偵辦模式，但透過法務部的介入溝通，以及高檢署由專人窗口聯繫，在還原事實真相，已是全民共識下，兩部應以最快速的時間，給社會一個交代。

今天凱特穿著這套孕婦裝，抱著小王子和大眾見面，淺藍色短袖裙裝，更顯夏天生產氣息。不過英國媒體仍然不會放棄拿她和已故的黛安娜王妃做比較，眼尖的英國媒體也發現，31年前黛安娜抱著剛出生的威廉王子時，穿的也是點點孕婦裝，只不過衣服的顏色為淺綠色。

有媒體評論就表示，不知是凱特剛好與已故的婆婆「撞衫」、還是「抄襲」，但也有媒體評論認為這可能是刻意的「皇室傳承」，但無論如何，全英國民眾都為小王子的誕生慶賀高興。

【綜合報導】菲律賓民間團體發起的反華示威今天在中國駐菲大使館外舉行，抗議中國在中南海主權問題的強勢作風，有數百人參加，約兩小時後結束。
 
早上10時左右，大馬尼拉地區馬卡蒂市普亞特大街330號世界中心大廈時已有大批警察在周邊維持治安，大樓正對普亞特大街的一側拉起封鎖線。示威者陸續抵達，當地警方派出50多名全副武裝的防暴警察，組成兩道防線把示威者與大樓隔開。

11時30分左右，示威活動的發起者之一、最近剛成立的「西菲律賓海聯盟」的兩名召集人、前任內政部長的阿魯南與菲國眾議員戈勒斯在人群簇擁下先後抵達現場，兩人同聲呼籲菲律賓人團結起來，對抗所謂中國在南海問題上對菲律賓的欺壓。

示威抗議從12時左右正式開始，至下午1時30分左右結束。示威過程中多個參與團體的負責人登台講話，不斷指摘中國，也有數名菲律賓和美國菲國藝人登台帶領參加者唱歌及喊口號。

有幾名越南人在現場出示菲律賓與越南聯手對抗中國的標語，菲民間團體「西菲律賓海聯盟」還向「越南朋友」發出一份「合作倡議書」，呼籲越南朋友與菲律賓團體聯手對抗中國。

由於安全原因，中國駐菲大使館領事部證件組今日未開放洽公。

【綜合報導】義務役陸軍下士洪仲丘枉死，今天，當職業軍人的親哥哥洪良均，回家上香。
 
洪良均受訪表示，長官體恤讓他休假回家處理家事，這幾天就是幫忙家裏，主要是「爸爸媽媽那一塊出事情，太傷心了，沒辦法睡覺，我也不放心讓弟弟一個人顧，媽媽比較聽我的。」

【黃仲明／新北報導】中和區1名10歲男童今午12時許不慎遭熱湯燙傷，造成全身5%的2到3度燙傷，所幸送醫後並無大礙。

男童母親向警消表示，當時煮完湯就將火關掉後離開廚房，10歲的兒子自己進入廚房舀湯，卻不慎打翻湯碗，熱湯直接灑到右腹，聽到兒子痛苦大叫驚覺發生意外，趕緊先將兒子帶到浴室沖冷水並打電話叫救護車，所幸兒子沒有生命危險。
