【施春美／台北報導】標榜使用天然食材的連鎖麵包店パン達人（パン音同胖）遭查獲添加人工香精，北市消保官今首度與胖達人進行協商。會後胖達人董事長徐洵平表示，該公司目前現金流量有5千多萬元，下個月還有貨款要繳付，還要負擔500多名員工的生計，「原訂9月2日開幕的北市松江店將不開幕，現在談的不是展店，而是如何結束！」他強調，北市法務局如此批評胖達人，勢必引發外界對胖達人的不滿，明天員工接受民眾退貨登記時，將遭丟雞蛋的命運，他很擔心員工的安危。

針對產品是否續添人工香精，徐太太表示，因有些民眾喜歡特定口味，且該香精無毒，所以會續用，但會在商品標示明確告知，另修正廣告內容。徐洵平多次不滿地表示，該公司添加的香精並不會致人於死，但卻遭北市府如此對待，已願意將退費日回溯2010年底，已盡最大誠意、願意賠償，「但此次遭北市府論斷的事件讓所有經營者得知，只有一個小錯誤，就可能被判死刑，即使之前該公司努力從一小品牌，走向國際。」

【綜合報導】英國南部達特穆爾發生家畜遭殘忍肢解斬首，疑為是邪教的祭祀儀式。
 
當地一個農場7月中開始，陸續傳出動物被凌遲致死，第一批受害者是農場內4隻鴨子，被斬首後兩隻兩隻並排在地上，以及一頭角被部分切除的山羊，還有一頭馬的腳蹄遭人用鐵撬硬生生拔起。
 
一個月後另一頭名為巧克力的山羊，被斬首內臟也全被移除，皮膚也遭一片片撕下，手法殘忍，由於當地多年來盛傳有教徒殺動物祭祀，農場主人憂心恐是邪教徒所為，目前已經所有動物都轉移到安全的地方。
 
農場主人不知道為什麼自家的動物會成歹徒行兇目標，消息傳開後當地居民都嚇壞了，當地警方正循線調查，盼能將盡快逮捕兇手，釐清動機。

【綜合報導】義大犀牛總教練徐生明，昨晚心肌梗塞猝逝，緯來棒球主播徐展元在臉書表達不捨，留言寫下：「我是展元，徐總永遠離開我們了，我傷心難過的哭了。徐總，您在展元心中，就是715勝的職棒總教練！台灣職棒史上最多勝的職棒總教練！展元以您為榮。」

【曾佳俊／新北報導】暑假即將結束，小朋友到學校或幼兒園聚集上課，是腸病毒流行的高峰期，新北市衛生局今天公佈最新問卷調查結果，可看出國人對於腸病毒認識與防範仍有待加強，相關疑問可洽02-22586923。

衛生局從回收的上百份問卷當中，發現有33%民眾不知道腸病毒71型暫無疫苗可預防；29%不知道「無故驚嚇或突然間全身肌肉收縮」是腸病毒重症前兆。

另外，傳染途徑中，有高達34%家長沒有經常清洗小孩的玩具；不會配置500PPM濃度消毒水的民眾，也有25.6%；下班回家沒洗手就觸摸小孩的人，也有8%以上。

【突發中心／新北報導】昨天深夜11時許，貢寮區有3名女子在龍洞古道往濱海的方向，疑似迷路找不到出口，自行報警尋求協助。警消獲報後，在龍洞街設立指揮所，從台2線的登山口派出12人分兩路進行搜尋，還好其中1人有攜帶哨子，警消在20分鐘內即找到3人，約凌晨1時許協助回到濱海公路。3人獲救後，表示不願就醫自行離開，結束一場虛驚。

鄉長陳怡帆表示，向縣府陳情鄉民迫切治水優先的需求，8年8百億預算，從2006年通過迄今，預算已告用罄，牛挑灣大排至今都還是以太空包當土堤，無法擋住宣洩的洪水，造成水林鄉年年淹水，農作物損害，要求縣府將水林鄉的農損，向中央提出專案補助，28日將帶領400位鄉親北上向監察院陳請，追究中央官員「怠忽職守」後，並轉向行政院抗議。

縣長蘇治芬接見鄉親時指出，22日萬興大排潰堤，看到排水溢堤淹水，立即打電話給行政院長辦公室，表示有緊急災情通報院長，迄今院長都沒回電話，28日將會與鄉親一起北上陳情抗議。

【施昂強／台北報導】賓士車撞橋墩翻車意外，今日下午5時許，北市信義路五段信義快速道路前，發生一起賓士車撞橋墩翻車交通事故，只見賓士車車輛直接撞上平面道路與快速道路橋墩翻車， 所幸車上夫妻兩人皆未受困，受到輕微擦傷，自行爬出車外等待警消救援處理善後。
 
63歲的陳姓駕駛表示，當時行駛中線欲往快速道路上橋，左方1輛小客車突然強行右切行駛，跨越2車道往平面車道駛去，才不慎撞上交流道橋墩翻車，還好車輛夠堅固經的起撞擊才沒受到太大傷害。

【綜合報導】英國《衛報》(The Guardian)表示將提供美國《紐約時報》(New York Times)部分史諾登持有的敏感文件，共同對抗政府施壓，繼續揭發政府不願公開的秘辛。
 
由於英國政府要求《衛報》交出關於英國情報機構「政府通信總部」（Government Communications Headquarters，GCHQ）的所有文件，《衛報》表示迫於受到政府施壓，決定和《紐約時報》合作，處理史諾登提供的關於GCHQ的敏感文件。
 
由於美國記者受到憲法第一修正案，保障言論自由的保護，政府不得干預未出刊的新聞，透過《紐約時報》，史諾登的機密文件將可自由公開。

2013年7月號的哈佛商業評論特別點評富美興，「有一個建設國家的議程，著眼於創造長期價值，財務工程相當健全」，其「房地產的價值在新興亞洲地區名列前茅」。富美興不僅成為越南最高級居住生活區，知名度更紅遍全球。

低密度開發 留呼吸綠地

問：南西貢原本是人煙不到的沼澤，如今富美興成為越南政商名流聚集地，並屢獲國際大獎，怎麼辦到的？

答：富美興開發案20年前就啟動，是亞洲第一個經過總體規劃的新都市中心，2012年獲得美國建築師協會都市規劃大賞，這是第一個獲此殊榮的亞洲城市。

當初我父親丁善理到越南來，他的初衷就設定為「不是要從這裡帶走什麼，而是要留下什麼」，所以雖請來國際最頂尖的專業建築師，仍細心的從當地歷史中吸取經驗值來規劃，並對文化區塊及其都市傳統保持尊重，強調低密度開發，留下更多綠地給居民，多數生活設施徒步就能到達，20年前即落實現代節能減碳的觀念。

經歷過台北興建捷運的交通黑暗期，富美興的阮文靈大道有120米寬、14線道，特別預留中間的34米綠帶，供未來興建捷運系統使用，屆時捷運施工既不會干擾住家，也不會影響交通，是十分前瞻的遠見。

2007年12月30日越南國家主席追贈已去逝的丁善理「友誼勛章」，表彰他的貢獻，這是越南頒給外國人最高的榮譽，我父親又是外國商人第一個拿到的，讓我深感驕傲與榮耀。

問：富美興的開發現況，以及後續計劃為何？

答：南西貢開發區面積廣達3,300公頃，富美興負責其中600公頃，還有150公頃的學校等公共用地建設，成功完成新都市區、大學城、金融商業區、物流中心、會展中心等，吸引很多外商進駐，包括加拿大宏利人壽、聯合利華越南總部、浦項集團大樓等。

新都市區新的重要計劃為西貢會展中心，涵蓋四個展覽館，展場4萬平方公尺，類似台北世貿規模；另有四星與五星級飯店各一棟，1,100間客房，加上超高辦公大樓及國際會議中心，未來都將逐期完工，為新都市區挹注商機創造繁榮。

另外，新月灣計畫（THE CRESCENT）位於新都市的心臟地帶，規劃親水湖畔，人車分流的行人徒步專用道，沿著河道的弧形新月灣步道是開放空間，搭配購物中心、娛樂、國際餐廳，此區營造出與先進國家同步的休閒遊憩購物環境，宣告越南也擁有國際化生活方式。

我認為，南西貢就像一張白紙，交給如同我父親一般有才能的畫家，終可成為世界名畫。前美國總總柯林頓、新加坡資政李光耀等世界首席政治家，都曾到富美興參觀，留下深刻印象。

創永續獲利 不靠賣房子

問：成功的新都市計劃，商業利益應十分可觀，未來獲利模式為何？

答：這又是富美興相當獨特地方。由於當初開發構想是希望提升胡志明市居住品質，所以我父親當年除了堅持低密度開發，還刻意壓低房價。他常說買房子是人生少數重要的抉擇之一，高漲房價對經濟發展不利，因此希望越南人都買得起富美興的房子，從商業角度看，這種做法真的少賺很多很多錢。

市場機制運作下，目前新都市區房價相對提高，再也不是人為所能控制，因此富美興從早期賣房子，轉向創造流動式循環獲利模式，例如經營購物中心、會展業務、辦公大樓租賃等，永續挹注獲利。會展中心舉辦過越南最大的工具機展覽，吸引台灣、德國、瑞士、新加坡等業者前來參展。

富美興在越南花了20年，只完成不到四成的開發計劃，要做的事還很多，會持續深耕下去。

問：有沒有想過把富美興的成功模式複製到台灣？

答：富美興在越南會成功，是一群打過越戰，知道什麼是生、什麼是死的政府領導人，以高瞻遠矚的眼光支持下，才有今天成果，這需要承擔很大政治責任，他們的魄力令人佩服。但台灣不論中央或地方民代的生態頗複雜，富美興不可能在台灣複製。

問：對台商「越南王」稱號有什麼看法？

答：那不敢當，應該是少二個筆劃，說是「越南丁」還可以。富美興今天的成就，是所有台商在海外共同努力，相互勉勵彼此幫忙的成果，絕不是少數人就有所成。
