立委柯建銘請託關說案引發非法監聽的批評，指特偵組對柯已獲判決無罪確定的全民電通案監聽，違法濫權；事實上，本案並非因監聽全民電通案而起，是偵查另一案的案外案。

特偵組在二Ｏ一Ｏ年追查高院法官集體貪汙案時，在前法官陳榮和住家衣櫃搜出九十萬元現金；由於無法證明是賄款，陳又不願透露來源，陳的妻子也不知情，特偵組便另簽他案追查。

這筆九十萬元款項最終查無貪汙對價關係，特偵組最後發交台北地檢署偵辦陳榮和涉及財產來源不明罪。

但特偵組在追查陳榮和的九十萬元不明款項期間，今年初監聽一名關係人時，發現此人與柯建銘有交集，意外查出柯建銘受託找法務部關說一起知名人士的假釋案，同一時間，柯的帳戶也有不明資金流入。

特偵組為釐清這筆資金是否為柯建銘關說的「活動費」，因而以貪汙罪案由向台北地院聲請監聽獲准，自此開始上線監聽柯的手機，同步追查帳戶的金流。

特偵組追查後，發現這筆錢不是請託人所匯入，與刑事犯罪無關，因而於本月五日將全案簽結。

然而在簽結之前的監聽期間，今年六月十八日，特偵組意外發現柯建銘於涉及的全民電通背信案高院更一審改判無罪後，擔心高檢署會上訴，因而請託檢察長陳守煌勿上訴，讓案件就此確定。

柯建銘為了買雙重保險，另請託王金平關說。王金平在六月廿八日分別打電話給法務部長曾勇夫及陳守煌，確認陳有無指示高檢署檢察官林秀濤勿上訴。

六月廿九日，王金平在電話中告訴柯建銘，「勇伯跟我說ＯＫ了」，林秀濤後來也沒上訴，全案在今年七月八日無罪確定；特偵組據此認定，王金平、曾勇夫、陳守煌涉及關說。

特偵組指出，監聽柯建銘過程就是如此，沒有非法監聽，更無監聽全民電通案；至於柯為何沒收到監聽通知書，特偵組解釋，通知書是由開票法院寄送，特偵組尚未將卷證送至法院，法院才未寄發。

【陳方瑩／南投報導】南投縣魚池鄉公所「2013日月潭紅茶文化季」將於下週登場，今年首創舉辦「熱氣球賞日月潭、紅茶嚐鮮月」活動，今天清晨6時，在向山遊客中心廣場熱汽球第一次升空，為紅茶季暖身，色彩鮮豔的熱汽球緩緩上升約50公尺空中，徜徉在青山綠水之間，俯瞰向山遊客中心及部分日月潭水域，遊客石淑玉說「很棒的體驗！」。

業者謝佳洲表示，月底前總共有4個熱汽球進駐日月潭，將提供120人次免費給鄉內國中、小學弱勢學童搭乘，從空中鳥瞰家鄉的美麗景觀。

【綜合報導】中國教育部為減輕小學生學業負擔，周四頒佈修改後的《小學生減負十條規定》，其中最引人矚目的是，取消四年級以上學期考試中的英語科目，此舉也表示一向被稱為小學三大主科之一的英語，將退至普通科目的地位。

今年8月，教育部就小學生減負公佈十條規定，包括一至三年級不舉行任何形式考試，四年級開始，每科每學期測試不超過兩次，期末統考只限語文、數學和英語，考試內容嚴禁超出課程標凖等，公開後徵求社會大眾的意見，以進行修改，新規定對考試作出更嚴格規範，除了取消英語期末統考外，還規定學校不得公佈學生成績與排名，一至三年級不留書面家庭作業，四至六年級每天書面家庭作業總量，控制在一小時內等。

1)嚴格實行免試就近入學
2)均衡編班，嚴禁分重點、非重點班
3)零起點教學，不得拔高教學要求，不得加快教學進度
4)一至三年級不留作業，四至六年級回家做作業一小時
5)每天鍛煉一小時
6)一至三年級取消統一考試，四至六年級只考語文數學
7)取消百分制，按「優秀、良好、及格、待及格」評分
8)教輔材料「一科一輔」，家長自願購買
9)嚴禁節假日違規補課
10)教育部門每學期公佈減負督導報告

【大紀元2013年09月08日訊】（大紀元記者韓林費城編譯報導）據賓夕法尼亞大學的報稅表顯示，今年63歲的女校長艾美‧戈曼（Amy Gutmann）在2011至2012學年的年薪超過200萬美元，比2010-2011學年增加了43%，當時她的年薪位居全美私立大學校長前第12名。在長青籐大學校長中，她的年薪位居第3，僅次於哥倫比亞和耶魯大學校長。

校董事會主席大衛‧科恩（David L.Cohen）在一份書面聲明中說:「戈曼校長的薪酬是由於她的工作成績，基於近幾年她卓越的成就。」他還說：「校董事會認為戈曼是全美最好的大學校長，我們相信她的薪酬應該反映她的業績。」戈曼於2004年被任命為賓大校長，去年校董事會已將她的校長任職續至2019年，並表示有決心使戈曼校長的薪酬躋身全美私立大學校長前十名。

賓大在5年前開始了籌款35億美元的「創造歷史運動」（Making History Campaign）。當時正值美國經濟陷入低迷，然而在戈曼校長的領導下，賓大提前16個月完成了目標，現已籌得43億美元。這些資金共來自32.7萬名資助者，其中2011年佩雷爾曼夫婦（Raymond G. Perelman and the late Ruth Perelman）資助的2.25億美元打破了賓大的籌款歷史紀錄，賓大醫學院因此命名為佩雷爾曼醫學院。

在戈曼的校長任內，賓大聘請到了100多位知名教授來校任教。期間，賓大資助本科生的經費也增長了一倍，達到每年1.81億美元。戈曼發起了一項「無借貸政策」（no-loan policy），為需要的學生提供獎學金而非貸款。包括學費，住宿費和其它費用在內，去年賓大每名學生的花費約5萬6千美元，擁有2萬1千名本科生和研究生的賓大一年總預算逾60億美元。

「小玉」、「小珍」和40多個來自嘉義、雲林的偏鄉孩子，第一次不是透過視訊看到伴讀老師，小姐妹與伴讀老師莊晏清三人，坐在草地上一起分享之前看的「年獸」、「小紅帽」等故事，相當溫馨感人。

被撞很倒楣...被撞得事主當然想車子恢復原狀 如果用修的...過沒多久又出問題算誰的 我相信原PO你跟他保證如果修了之後有問題算你的... 對方也不會接受吧...畢竟他車子去修的時候他沒有車開阿 而且人心險惡...直接換新的才不會有後續問題 我之前被違規逆向騎進單行道的機車撞到保桿... 因為速度不快且雙方都有閃避動作擦傷大約40*20cm的面積 結果他繞跑被我追到...追到後一直苦苦哀求自己是學生 我保桿剛在外面烤漆廠烤過不到七天....烤一隻要2000 最後我也是心軟跟他拿1000而已...但是每看一次幹一次 如果堅持去原廠恢復原狀他大概會哭出來吧 後來換車被一台箱型車左轉撞上我車子左後方....我是直行車 因為後車門那邊撞很嚴重就直接報警了... 而且這台車才三年...我之前也都在原廠烤漆 後來對方保險全賠...反正那是公務車....司機也無關緊要的臉 後保險桿刮傷金油層跟掉一點漆....大約4*20cm 結果原廠直接換新的 說這麼多是想表達... 他要用修的或算你少一點錢...算你賺到.... 但如果要你用新的恢復原狀也不過分...他修車沒車用的時候你車要借他嗎 然後有保險跟沒保險的嘴臉差很多...尤其保險錢還公司出的.. -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 42.70.148.36

請問一下如果在路上有很多車輛在你左右 通常都是要怎麼判斷其他車輛下一步的動作? 本身是新手，這幾天開車遇到很多人換車道都不會打燈 造成我不敢離其他車輛太近 怕如果其他駕駛做出"意料之外"的舉動我會來不及反應 ex: 有一台車在我右前方沒有燈號 但我不知道他會不會突然換到我正前方 不過前後車間隔距離拉大的結果是會有更多人來搶這個空間 越多人搶遇到不打方向燈的機會就越大 (惡性循環) 請問有沒有終結這種惡性循環的方法? 我沒辦法要求每個人都要打燈 (雖然這是規定...) 但是有沒有甚麼事情是我可以做到 然後會讓我安心一點的? 感謝各位 :) -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 24.14.35.40

【蔡進男／基隆報導】基隆市一名劉姓工人（44歲），今午騎機車到法院繳酒駕罰金，經過東光路時被延平街派出所警員徐觀海發現他搖晃不定、滿臉通紅，攔停酒測值達0.43毫克，劉一臉哀怨地說，昨晚喝了1瓶米酒，睡一覺醒來沒有宿醉感覺，「不知道酒精濃度還這麼高。」

劉說，4個月前他因酒駕被罰9萬元，今日是繳款最後期限，他帶了1萬8千元要趕往法院，想請求檢察官准予分期，沒想到前款未清，馬上就又多了一條。警方趕在法院下班前，將劉男移送地檢署，讓他還來得及繳罰金。

【綜合報導】浙江杭州西湖景區內虎跑泉，以泉水甘洌醇厚聞名，近日該處一條溪流，漂浮大量奶白色不明物體，且味道刺鼻，斷斷續續近一公里長。當地政府調查後發現，該處的污水管疑有所滲漏，污水滲漏到電力井內，導致溪流被污染。網友則怒轟，請當地環保局長來這洗腳。

據悉，因虎跑泉水甜，長年以來不少杭州人都會到虎跑取水，至於該溪流的污染，是否會影響到虎跑泉水，市政部門表示目前暫不清楚。

《中央社》稍早報導，王院長是在馬來西亞邦喀島的「綠中海度假村」(Pangkor Laut Resort)，為次女王馨淳主持婚禮。綠中海度假村是大馬最頂級的私人度假島嶼，被稱為是「世界最浪漫的海島」，還曾被票選為全球第3的島嶼度假觀光勝地。此處除了風景優美，更重要的是隱秘性極佳，只有少數專機、直升機或遊艇能從吉隆坡、新加坡等地前往。就連已故的「3大男高音」之一的聲樂家帕華洛帝(Luciano Pavarotti)，都曾受邀在此演唱，並曾盛讚此處：「當這上天賜與凡間的美麗，天堂出現在我眼前，我的眼淚幾乎奪眶而出。」這段話被印在度假村宣傳手冊中。

【鄧惠珍／彰化報導】近百輛偉士牌機車今天下午4點在鹿港體育場大集結，參加鹿港獅子會舉行的反毒反暴力大遊行，其中古董、現代車款都有，還有40年歷史的老偉士，車友有男有女；外型清秀、身材纖細洪小英說，「偉士牌就是小時候爸爸載我到公園玩的美好回憶」。

新款偉士牌、古董偉士牌，一部部的偉士牌機車陸續騎進鹿港，「噗！噗！噗！」的引擎聲，引起在地民眾注意，直說「從沒看過這麼多偉士牌！」，有人說「好可愛！」也有人說「好帥！」。
車友石盛昌說，花了十多萬整修骨董車，很多零件都要去資源回收廠找。帶著女友來參加的山姆也說，當初爸爸想把倉庫內的偉士牌賣掉，他覺得可惜、花了十多萬整修，現在當成寶貝。女友Celia也說，「他騎偉士牌好帥！」洪小玲說，偉士牌就代表爸爸的愛，但瘦弱的她牽得動車嗎？她說「姊姊有練過！」

召集人施呈農在臉書上邀請車友一起來反毒，原只設定50部，沒想到超過100部來參加；他說他的偉士牌40年前一部價值5萬5千元，，當時可以買三分地，別人出再多錢他也不賣！
