景氣回溫，銀行貸款金額也隨之增加。主計總處依據中央銀行金融統計資料指出，今年8 月全體銀行放款餘額為20.7 兆元，較上年同月底增2.9%。

就借戶部門觀察，對民間放款部分，以對個人及其他房貸等放款餘額9.6 兆元，占46.7%最多，年增3.8%。其次為民營企業的42.3%，年增2.4%。

其次，是對政府機關放款的7.6%，年增4.1%。不過，對公營企業放款減5.4%，主因是公營企業開源節流所致。

若依用途別來看，銀行放款最多的是週轉金，金額達10.32兆元，年增3.7%，企業投資達4619億元，年增13.5%。但購買動產則為8452億元，年減10.6%。

再者，就企業部門放款依行業別觀察，以對製造業放款餘額4.2 兆元最多，占對公民營企業放款餘額的44.4%，但年減1.5。%其中，比重最大的是電子零組件業放款餘額，金額為1.12兆元，但年減10.1%，金屬製品業為3224億元，年增10.3%。

另消費者貸款方面，8月底餘額6.9 兆元，較上年同月底增1%，其中仍以購置住宅貸款餘額5.5 兆元最多，年增2.8%。其次為個人消費性貸款達7663億元，年增1.4。%不過，房屋修繕貸款為3216億元，年減21.3%。

國民黨第十九次全國代表大會時間、地點尚未宣布，但台中市教育局體育處昨證實，國民黨台中市黨部已租借十一月九、十日與十六、十七日的台中港區綜合體育館；周邊路權也被藍營搶到手，十九全到台中的可能性大增。

國民黨台中市黨部主委江士良說，國民黨已申請到場館與周邊路權，保證金也付清了，「但台中只是選項之一，很多縣市都在爭取，到底要在哪裡舉行？等中央黨部決定。」

台中市長胡志強剛從摩洛哥返國，他昨天說，租借場地、申請路權都是行政程序，一切依法辦理；國民黨可以借，民進黨也可以借，大家不必太敏感。

對民進黨台中市黨部申請集會遊行，並申請體育館周邊路權，揚言「絕對要嗆到國民黨」一事，胡志強說，抗議會帶來治安考量，這是必要的社會成本，只要依法提出申請，沒有歡迎或不歡迎。

全代會可能到台中的消息傳出，各界忙著搶體育館附近路權，揚言嗆聲、抗議。江士良說，全代會是國民黨的黨內集會，一切依法申請，希望大家互相尊重，不需要民進黨來「參一腳」；難道綠營辦黨慶，希望別人去鬧場嗎？

今天國慶大典上，馬英九總統與立法院長王金平多次熱絡互動，讓國民黨大為振奮。事實上，王金平10時18分入總統府，請馬英九總統夫婦出席國慶大會，閉門8分鐘的互動，是馬王破冰的開始。據府方轉述，兩人在接待室閒談5分鐘，從國慶舞台設計一路聊到天氣，最後還分享運動心得，王金平則說，兩人沒談官司或申訴。

總統府發言人李佳霏表示，馬英九總統夫婦與王金平在接待室5分鐘互動，氣氛愉快。馬總統見到王金平趨前握手致意，表示歡迎，感謝王擔任國慶籌委會主委，把節目安排的很妥善。前幾天有民眾反映在凱道的牌樓字樣，不夠喜氣，籌委會馬上變更設計，迅速回應民意期待。王金平說，國家慶典的裝飾，當然紅色要多一點。

李佳霏轉述，馬總統也和王金平聊起今天的好天氣，王金平說，外頭艷陽高照，非常適合國家慶典的歡喜氣氛。馬總統夫婦也主動提起，看到上午王金平在運動後返家途中受訪的報導，詢問王金平平日去哪裡運動？王金平回應，都在實踐大學附近的雞南山步道，因為自己平時運動比較少，今天有時間就去走一走，感覺很好。

立法院長王金平與馬總統在國慶典禮互動不少，五度握手，兩人相視而笑後，一起戴上遮陽草帽。外界詢及未來有無與馬總統會面的可能，王金平不否認有機會和意願，強調他心無圭礙，沒有芥蒂。

王金平說，他與馬總統聊起天氣。王問起要不要戴上帽子，馬英九回應，「你戴我就戴啊」，於是有了兩人一起戴帽的畫面。

王金平：沒有冰，要怎麼破？

王金平表示，與馬總統的互動相當自然，一切是平常心。至於兩人到底聊了些什麼？王金平說，聊天氣、聊國慶表演活動。外界解讀，馬、王在九月政爭後首次互動，是破冰，王金平說，兩人沒有冰，要怎麼破？他與馬總統互動如常，沒有嫌隙。

雖然馬王低調以對，但上午的良好互動，讓國民黨內大感振奮，大呼團結。國民黨政策會執行長林鴻池說，這是非常好開始。
