衛福部食品藥務署去(2012)年10月公布實施「訂席、外燴(辦桌)服務定型化契約範本」中的「定金退費規定90天前取消婚宴，飯店應退全額定金」，不少餐飲業者抱怨，該政策雖保護消費者權益，但也造成消費者「隨處訂席、隨意退訂」的卡位亂象，觀光旅館公會理事長賴正鎰發聲，希望政府能延長期限至150天，甚至採用退費比例，讓業者能有更多時間彌補損失。

餐飲業者表示，光是今年6至10月的退席場次比年初爆增3倍，困擾不已，對此，賴正鎰認為，只要在合理的期限內完成退訂，業者都願意配合全額退費，但90天時間確實太短，要在期間內找到替補客人很不容易，也讓真正想訂宴席的客人訂不到，他希望政府能延長期限至150天，甚至採用退費比例，讓業者能有更多時間彌補損失，兼顧業者與消費者雙方權益。

賴正鎰指出，目前許多飯店業者都遇到相同問題，也就是同一組客人在婚宴前一年，找了3、4家婚宴餐廳預訂場地，只付了總價20%定金再來逐一比價。

舉例來說，消費者拿甲業者開出條件當談判條件，要乙業者比照降價或給更多優惠，導致業者削價競爭，談到最後只敲定一家，根據定型化契約規定，消費者只要在90天前退訂，被排除的業者就得接受全額退費。

也有部分台北市五星級飯店業者無奈指出，今年6至10月的婚宴退席場次近30場次，比起1到4月的10席場次，多了近3倍之多。

賴正鎰表示，除了婚宴，大型宴會廳還能作為會議場地，通常會帶來住宿需求，只要場地被婚宴訂走，飯店業者即使接到大型會議與住宿訂房，也都會拒絕後續送上門的龐大商機，不過，大型宴會廳一旦被退訂，要在3個月內找到有大規模場地需求的替補客戶，幾乎是不可能的事，業績達不到即損失慘重。

賴正鎰期盼政策規定能多給業者一些彈性空間，將全額退定金現行規定略為調整，或許改以宴會規模大小作為全額退費的標準，若小場，或許可全退，但大場則應按比例酌收行政作業費，以兼顧消費者與業主的雙方權益。

FLASH控制IC群聯(8299-TW)召開董事會，決議將轉讓持有之部分金士頓股權予東芝，將東芝引進入股金士頓，降低金士頓在FLASH市場上的經營風險，並提升未來績效。

群聯表示，目前持有金士頓持股約1200萬股，持股比例48%，為考量金士頓長期營運發展，因此擬引進策略性投資人東芝(Toshiba Corporation)，以降低其在FLASH市場上經營之風險，並提升未來績效。

群聯指出，擬處分轉讓金士頓股份110至140萬普通股予東芝，交易價格將參考金士頓今年 9 月底每股淨值與其他相關因素。

金士頓由群聯與金士頓合資持有，雙方持股比例分別為48%與52%，金士頓產品以EMMC(嵌入式記憶體)為主，在智慧型手機等行動裝置產品帶動下，今年營運表現亮眼，而由於目前FLASH供應來源多由大廠主導，如三星、海力士與東芝，金士頓未來若要在產業上穩定發展成長，讓東芝入股可望穩定貨源，對其營運後市有所助益。

【施旖婕／綜合外電報導】在街上遇到身體殘缺的乞丐，通常都會得到好心人施捨。不過，有一些職業乞丐集團，往往利用人類的同情心而牟利，行為令人髮指。

網路上最近流傳一段相信是由泰國政府拍攝的宣導廣告，希望民眾不要被假殘障集團輕易詐騙。影片中有2名妙齡女子，在天橋上遇到一名膝蓋以下截肢、衣衫襤褸的乞丐。其中一名女子被他感動．拿出錢包準備施捨，另一名女子出手制止，她先向乞丐雙手合十，為他祈福，隨即將錢包內的錢放入缽中。

不過這時乞丐低頭一看，駭然發現一隻壁虎，嚇得站起來打算拔腿就跑，「假殘障」因此曝光，還怒罵女子洩憤。
