柯文哲今將公布第二波小內閣名單，其中，柯競選總幹事姚立明的妻子、中山大學企管系退休教授楊芳玲將接法務局長、現任市府翡翠水庫管理局長劉銘龍將接任環保局長，將再掀爭議。

今日出版的《蘋果》報導，劉銘龍並非環保局長遴選委員推薦之人選，引發環保局遴選委員不滿，包括環境法律師詹順貴在內，據傳要怒辭市政顧問。

另外，今日出版的《自由時報》報導，楊芳玲今年甫從中山大學退休，由於姚立明選前就表態強調不會進北市府任官，如今姚妻楊芳玲卻加入柯市府團隊，勢必引發外界議論。（方翊倩／綜合報導）
