朱立倫拋內閣制 吳敦義不評論

新北市長朱立倫宣布參選國民黨主席，並拋出修憲以內閣制取代現行雙首長制的政見。國民黨代理主席吳敦義今天上午出席「2014年健康促進醫院研討會」後表示，全世界比較著名的內閣制，像英國、日本就是國會多數黨領袖擔任國家領導人，但現在提出的內閣制「還沒有釐清內容」，吳強調，他身為代理主席，不能評論到底是哪一種，也不能表示贊成或反對。

吳敦義表示，他看到有卅七位朝野立委開記者會連署，大概是要恢復最後一次修憲前，被拿掉的國會對閣揆同意權，但實際上到底是要英國制、日本制或德國制為主的內閣制，都還有待進一步釐清，比如德國還有一個虛銜的總統，新加坡是總理實際負責，但也有選總統。
