基於人權考量　蔡英文：不反對陸生納健保

立法院今審查「陸生納健保」的相關法案，民進黨主席蔡英文在嘉義受訪表示，「民進黨並不反對陸生納健保」，黨內已經過很多次討論，也針對這個問題進行討論和著墨，原則上希望社會承載能量之下，基於人權考量面對此問題。
 
蔡英文說，社會是否有承載能量，希望政府拿出整套方案，對於健保資源的使用與政府財源，要從最有效分配與公平的角度來看，「陸生納保到什麼樣的程度？」
 
蔡英文強調，民進黨並不反對陸生納保，但主其事者、執政者要拿出整套方案，確保社會能夠對於有限資源的使用與公平，以及所能承載的程度，都必須提出具體方案，讓社會有所理解。（林修卉／嘉義報導）
