1. 受到鳳凰颱風影響，根據教育部校安中心最新統計，全國有41所學校傳回災損，其中以屏東縣及高雄市各9校最多，災損金額初估新臺幣160萬多元；學校部分以屏東縣立勝利國小50萬元整比較嚴重。臺東縣立豐田國小附設幼兒園則因為教室淹水、情況嚴重，今天（23）停課一天。

2.食安事件頻傳，國內食安檢驗相關人力吃緊，國立臺灣海洋大學和全國公證檢驗股份有限公司，簽署產學合作備忘錄，未來雙方將進行技術研發及產學合作，期盼培育更多檢驗相關人才，為國內食品安全衛生把關。
A flurry of activities in the wake of food safety scandal has resulted in the shortage of food safety and inspection service workforce, and National Taiwan Ocean University and Intertek Testing Services Taiwan Limited signed an academia-industry consortium memorandum of understanding. 3. 臺中市教育局長吳榕峯，昨天 (22) 在市議會，答覆多位市議員關心12年國教政策走向時表示，中投區已經開會決議明年不辦特色招生，9月24號將討論會考計分方式，市府立場是超額比序不新增項目、作文成績列為最後比序、志願序不列入計分或將前10志願合併計算，希望降低衝擊。

Meanwhile, the preferred school list is excluded from the accumulated points or the first ten preferred schools are counted together as points accumulated in one time. The City Government hopes such new measures can lower the impact.
4. 彰化、雲林、南投地區第一所護理學系─大葉大學護理學系，新學期正式啟動，校長武東星表示，護理學系目前已經和彰化基督教醫院、臺中中港澄清醫院以及臺北恩主公醫院，簽訂高額獎助學金人才培育計畫，未來可以培育出優質專業的護理師，共同為守護全民健康而努力。
The first nursing department in Changhua - Yunlin - Nantou region has been established at Dayeh University. It has officially opened the new semester this year. The president of the university Wuu, Dong-Sing expressed that the Department already signed a talent development program with high scholarships and grants agreement with Changhua Christian Hospital, Cheng Ching General Hospital Chung Kang Branch, and En Chu Kong Hospital. 5. 新北市政府公告競選旗幟管理辦法，年底選舉投票前15天才可以懸掛競選旗幟，限用單面旗及宮燈旗，看板及布條都不准設置。環保局長劉和然表示，市府要讓今年的選舉很「環保」，所有候選人只能在11月14號到11月28號期間，也就是投票前15天才能懸掛競選旗幟。
The New Taipei City Government just publicized regulations for the management of election campaign flags. Only before the fifteen days of the election day can running candidates hang their election campaign flags. Single-sided flags and lamp pole flags are allowed only, whereas banners and billboards are prohibited. The Environmental Protection Department Commissioner of the New Taipei City Liou, Her-Ran expressed that the City Government has decided to make the elections this year 「environmental」. All running candidates can display and hang their election campaign flags during the days between November eleventh and November twenty eighth, which means fifteen days before the election day are the period allowing the running candidates to do so.
6. 一份由國際科學家團隊發表的報告指出，全球二氧化碳排放量去年創下新高，二氧化碳排放量360億公噸，上升2.3%，預估今年還會再升2.5%。排放量前三名的國家是中國大陸、美國和印度。科學家警告，全球溫室氣體排放如果再繼續上升，恐怕無法嚴守全球平均氣溫的升高幅度限制。
Global emissions of carbon dioxide from burning fossil fuels were set to rise again in 2013, reaching a record high of thirty six billion tones - according to new figures from the Global Carbon Project, co-led by international researchers. It was a two point three per cent rise and another two point five per cent rise is projected for this year. The biggest contributors to fossil fuel emissions are China, the United States, and India. Scientists warn that if global warming emissions keep rising rapidly, it is highly unlikely that the world would cut greenhouse gas emissions sufficiently to keep global warming within the internationally agreed limit of two degrees Celsius benchmark.
