「少子化嚴重」　基市府催生1胎補助2萬

救救少子化！基隆市政府今天早上市務會議，修正通過婦女生育獎勵金發放自治條例，明年元月起，夫妻前往戶政事務所，辦理新生兒的出生登記後，即可獲得生育獎勵金2萬元，民政處表示，明年預算多編列了4300多萬元，與雙北市福利同步，新婚夫妻直說，「難得基隆市有德政！」
 
基隆市民政處處長蘇先起表示，因應少子化2年前開始實施1胎獎勵金1萬元，「發獎勵金是一種誘因！」蘇先起強調前年起，建議2萬元獎勵金，礙於中央預算，無法與雙北同步引發民眾批評說，「同樣是北北基生活圈，生育價碼卻有差，感覺基隆像是次等公民！」直到今年5月市長張通榮在市議員強烈建議下，承諾提升每胎2萬元獎勵金，今天早上市務會議通過修正案。
 
「生很容易，養很困難！」新婚夫妻表示，生一胎養大成人要花上千萬，明年起獎勵金增至2萬元，稱讚說，「不無小補，難得基隆市有德政，至少奶粉錢、尿布錢有著落。」也有市民說，後續對於撫養孩子的社會福利補助，也相對重要。（陳偉周／基隆報導）
