曾任營建署長的葉世文2013年才被延攬擔任桃園縣副縣長，但是還不到一年，就因為涉及承辦八德合宜住宅向建商索賄，而遭到搜索與解職。

葉世文2013年7月15日接替辭職的李朝枝，被延攬擔任桃園縣副縣長，當時桃園縣長吳志揚是希望借重葉世文在都市計畫、國土規劃、環境保護及住宅正義方面的經驗，希望能順利推動桃園航空城、桃園捷運、合宜住宅等重大建設。

不過也因為與廠商接觸甚密的過程中，讓檢調發現葉世文與廠商間疑似有不當的利益關係。葉世文疑似向遠雄公司開口索賄2000多萬，遠雄同意後，就陸續透過台北科技大學退休教授蔡仁惠送現金給葉世文。

國民黨籍桃園縣議員劉茂群表示，過去在議會質詢曾告誡過葉，擔任副縣長應該謹慎交友、喝酒應酬少去、珍惜自己羽毛，沒想到還是涉貪而被撤職。

桃園前後任副縣長一個因為涉炒地皮疑雲、一個涉貪而接連下台，不只重創桃園縣政府形象，也讓將角逐桃園升格後首任直轄市長的吳志揚蒙上陰影。
