美國常駐聯合國代表鮑爾13日在安理會就烏克蘭問題舉行的公開辯論時指出，將要在本月16日舉行的克里米亞脫烏入俄公投，違反烏克蘭憲法、國際法，並侵犯烏克蘭主權完整性。

尤其是這次公投是在外國軍隊侵略下舉行，將不會被國際視為合法並承認。她呼籲克里米亞當局暫停公投的舉行，同時支持俄羅斯和烏克蘭進行直接對話，討論外交解決方案。......
