39歲的印度駐紐約領事館副總領事德維雅妮．柯布拉加德（Devyani Khobragade）去年12月被美國執法單位逮捕後，遭脫光衣服搜身，並和其他被拘留者關在一起，導致印度方面不滿，引爆美國與印度外交風波。

柯布拉加德2013年12月12日被美國國務院外交安全局逮捕，然後交給當地執法官員。由於她被紐約執法當局當街上銬逮捕並脫衣搜身、肛門檢查、DNA取樣鑑定，拘留期間更跟毒蟲關在一起，此事引發印方憤怒，掀起外交風波。

印度採取一系列報復措施，除收回提供美駐印度外交官特權禮遇，還要求提供美國領事館印度籍僱員及領事官員家庭幫佣的薪資資料，打算以牙還牙。德里警方也在12月18日移除在美國大使館外協助維護安全的水泥路障。

印度反對黨更要求逮捕美國同性戀外交官。印度人民黨（Bharatiya Janata Party）領袖雅斯旺（Yaswant Singh）表示：「同性戀在印度是違法，猶如在美國支付較低工資也一樣違法，所以印度政府何不逮捕這些同性戀外交官？」
