變更法定性別　衛福部認同無須摘除性器官

【生活中心／台北報導】衛福部今開會討論「性別變更登記」議題，衛福部認為有意變更法定性別者，可無需進行摘除現有性器官的外科手術。配套及未來變更法定性別的流程，則仍待總統府人權諮詢委員會督促內政部戶政司，再邀專家學者、相關團體開會決定落實。
 
內政部2008年發函確定「戶政機關受理性別變更登記」認定要件，想更改法定性別者，一定要經過2名精神科醫師評估鑑定，並摘除現有性器官，如男變女要摘除陰莖和睪丸，女變男須摘除乳房、子宮、卵巢。
 
但許多性別團體認為強制手術，是迫使當事人喪失生育能力的酷刑應廢除，總統府人權諮詢委員會也建議「放寬變性人性別判定」。今衛福部邀專家學者、精神科和婦產科醫師、性別團體等開會討論。
 
最後衛福部心理及口腔健康司司長陳快樂決議，性別變更登記無需先經外科變性手術，若有意變更者本身有精神疾病，仍要先經醫師診治鑑定。決議將呈給總統府人權諮詢委員會，由該會監督內政部後續開會。
