挨批裁罰牛步　NCC：依程序處理

【徐毓莉／台北報導】國家通訊傳播委員會(NCC)開放有線廣播電視系統擴大經營區或新設案，目前已有15家提出申請，其中新北市就佔7家，不過有業者為搶先營運開播進入市場，未依規定申請挖掘道路或附掛纜線，新北市表示稽查9件違規掛纜線但NCC裁罰牛步，至今未開罰，NCC今表示，一切依照程序處理，包括需給當事人陳述意見，目前接獲7件違規案，近日內將陸續裁罰。
