台灣經濟新模式　蔡英文提改善五大結構問題

【張麗娜／台北報導】民進黨前主席蔡英文上午出席「2013台灣投資高峰論壇」，以「台灣經濟發展新思維及新模式」為題發表演講。蔡說，當前兩岸各自都處於經濟轉型升級的關鍵時刻，台灣從上一世紀出口導向的經濟發展模式，進入21世紀仍沿襲此一模式，但面對全球化趨勢及2008年金融海嘯後世界經濟的巨大變局，台灣經濟發展已遭遇到嚴厲的挑戰，其中除短期景氣循環因素外，以下五大結構性問題更構成台灣經濟長期發展的制約因素，必須嚴肅面對並有力地因應克服。

這五大結構性問題包括：一、經濟成長模式無法持續；二、產業轉型遲緩及投資不足；三、兩岸經貿發展問題日益浮現；四、台灣經濟邊緣化危機；五、經濟公平及永續發展問題。蔡說，面對迥異於過去、紛至沓來的新挑戰，無論是企業或者是政府，皆須創新經濟思維，找出新的應對策略，發展新的經營或政策模式，才能打開出路。
