【曾佳俊／新北報導】中秋佳節將至，新北市消保官抽查去年違規較多的糕餅、烤肉業者等店家，今天抽查結果出爐，6家受檢就有4家不合格，不合格率達近7成，其中位於中和的3家糕餅公司都被查到缺失，包括喜憨兒庇護工場的冷藏區部分食材未覆蓋、愛維爾蛋糕有限公司有掃具放置作業區、以及金蕎食品有限公司冷藏庫部分食材未離地面；另外，烤肉業者部份，知名西北烤肉網的冷凍區部分包裝食品，未離地面放置，被當場要求改善完畢。

【大紀元2013年09月17日訊】(大紀元記者凌浩費城綜合報導)由於受經費困擾，面臨不能開學的危險，在過去的一個暑假裡費城學區從上到下焦慮不安。然而幾經周折，費城公立學校終於在9月9日（週一）按時開學。不過全學區13.4萬名學生發現他們的教學樓少了，學校的教職工也少了，每個班的人數卻多了。

由於經費嚴重短缺，學區在6月關閉了24所學校，致使9千名學生開學後必須轉入其他學校。這是該學區有史以來最大的一次動盪。因此開學的第一天，學區領導極為重視，希望不出紕漏。所幸的是，當天整個學區只有零星的小問題，一切還算順利。費城學區總監威廉‧海特（William R. Hite Jr）在開學第一天陪同13歲的7年級學生道森‧道松（Dawsian Dawson）一道去迪吶‧比貝爾中學（Dimner Beeber）。

在開學的前幾日，學區招聘回了1649名教職工，他們是在6月被裁掉的3783名員工的一部分。由於人手極度缺乏，有些學校的校長親自接問訊電話，或請求家長做自願工。每個學校至少有一名秘書,1100多名臨時員工被招回照顧飯廳，教學樓和學生課間休息。但是被裁員的283名學生輔導員中只有116名被聘回。有些學校因此沒有學生輔導員，或者只有巡迴輔導員，他們的責任還包括輔導需要特殊教育的學生，如有自閉症和殘疾的學生，這些學生有專門的個人學習計劃。

海特總監曾說，希望裁員和資源短缺只是臨時性的問題，當學區獲得更多的資金後，這些問題都會解決。他說的資金來源包括教師工會有可能做1.03億美元的讓步，包括減薪和負擔更多的醫療保健費用。但教師工會要求下崗的3783名教職工全部復職。學區與教師工會間的談判還在進行中，雙方都願意開學後繼續談判。

賓州州長科貝特表示，如果費城學區進行了真正的改革，他將向學區注資4500萬美元。在開學前一天發佈的一份書面聲明中，州長的財務主管查爾斯‧佐格（Charles Zogby）敦促費城市議會將費城來自提高銷售稅所得到的所有1.2億美元給學區，他同時敦促費城教師工會接受消減開支的合同，其中包括教學改革。費城市長納特承諾會為費城學區提供5千萬美元撥款，但是他認為教師工會做得不夠。雖然還不清楚談判的結果能保證消減多少開支，但海特總監曾說，如果有更多的經費學區會招回更多的學生輔導員，校長助理和教師；還可以解決像兩個不同年級在一個教室上課的問題；另外還可以恢復一些被取消的課程項目，如語言課和分快慢班等。他說：「我希望每個學校都有一名學生輔導員，但因為經費的原因我們還做不到。」

【翁琬柔╱綜合報導】日台混血女諧星渡邊直美推出日文旅遊書《渡邊直美的美食遊台灣》（暫譯），昨在新宿舉辦簽書會，她會說流利中文，卻將中文的「大便」掛在嘴邊，認為這樣可以博取笑聲，忙著介紹台灣美食的她還說：「請大家一定要去台灣品嚐美味的食物唷，大便。」讓現場媒體一陣苦笑。
 
渡邊直美雖然在日本長大，但每年暑假都會回台拜訪親戚，她為了出版台灣旅遊書，平均一個月就造訪寶島一次，書中介紹了許多道地台灣小吃，網友笑說：「可能是台灣美食造就了她的身材。」

【丁牧群／台北報導】針對台北地院上周裁定王金平黨權暫獲保障的假處分，國民黨今下午正式向台北地院提出抗告，將由北院轉交高等法院裁定。高院行政庭長洪光燦說：「此案受到全國矚目，我們會以最快速度處理。」至於最快何時會有結果，洪表示，要看雙方提供的事證是否夠完備。

高院民事庭一名資深法官說：「如果接案法官認為雙方提供的書面事證，足夠讓他作出判斷，可能1天內就作出裁定；若法官認為有必要進一步問清楚，就會開庭審理，時間會拖比較久，但依規定須在5個月內作出裁定。」

馬英九總統昨（15）日表示，立法院長關說司法個案，是一個大是大非、黑白分明的問題，不容迴避，「這個立場我絕對不會改變」。現階段以「訴訟照打、政務照推」為原則，確保政府運作的順暢。

此外，為因應立院開議，馬總統今天起將分七梯次與黨籍立委座談，聽取意見。總統府發言人李佳霏指出，規劃以委員會為單位來邀請。除黨籍立委外，府院黨高層也會參加，包括馬總統、行政院長江宜樺、國民黨秘書長曾永權等人，但不會邀請立法院長王金平。

台北地方法院上周五裁准立法院長王金平的假處分案，使王金平保有國民黨籍和立法院長職務，國民黨已決定最快今天提出抗告。

立法院明天即將開議，後續立法與行政兩院互動，受各界高度關注。

李佳霏表示，除了維持政府順利運作，例如行政院到立法院報告，以及部分牽涉憲政意義的活動，如總統府月會、國慶大會邀立法院長參與的慣例外，其他活動會做出必要調整，包括每周一舉行的五人小組會議將停開。

馬總統昨天更在臉書上表達立場，他指出，「我會尊重司法，維持原來對王院長的稱呼，這是符合暫時狀態的做法」。

【綜合報導】早前盛傳有望接掌美國聯邦準備理事會（Federal Reserve，Fed）主席職務的美國前財長薩默斯（Larry Summers），周日表示退出聯準會主席考慮名單，並已獲美總統歐巴馬（Barack Obama）首肯。
 
薩默斯是接替伯南克（Ben Bernanke）出任下任聯準會主席的熱門人選，但遭到一些民主黨員反對。另一熱門人選為現任聯準會副主席葉倫（Janet Yellen）則獲得國會內的自由派民主黨議員支持。
 
薩默斯在致歐巴馬的信件中表示，萬一他獲派任，通過國會行使同意權的過程或許會充滿「刻薄毒辣」，並以此作為他退出競逐的理由。
